Marc Hull-Jacquin
Founder | Chief Executive Officer
Marc founded Shelter Movers while on leave with his daughter in 2016. Prior to Shelter Movers, Marc spent 15 years operating in government relations, program evaluation, and policy development, providing expertise to public and private sector agencies like Enbridge and the Senate of Canada. Marc holds a Master’s degree in Anthropology, is the recipient of the Canadian Meritorious Service Medal, and lives in Toronto with his wife, Meghan, and their three lively children.
Vicky Sage
Chief Operating Officer

An original founding member of Shelter Movers and former Chair of the Board of Directors, Vicky helped develop Shelter Movers’ core service model. She has 10+ years of direct service to survivors and extensive management experience in supportive housing and two Toronto-based Violence Against Women’s shelters. Vicky currently spends her off-hours caring for her two lively children, crocheting, and playing video games.

Kevin is a CPA and MBA with extensive experience across mission-driven nonprofits, high-growth organizations, and highly regulated environments. He brings a pragmatic approach to strengthening financial stewardship in support of Shelter Movers’ mission and long-term sustainability.
Courtney Waterfall
Greater Toronto & Southwestern Ontario Chapter Director 
Courtney is committed to strengthening communities. She is passionate about being a foster parent and guiding children and youth in building healthy relationships. With a background in human resources, she excels in leading and developing strong teams. As a foster parent trainer, mentor, and Foster Family Association president, she is driven to empower others and make a lasting impact on families and young people.
Michelle Tupy 
New Brunswick & Nova Scotia Chapter Director 

Michelle is passionate about community and thrives on collaborating with like-minded people to effect change. Originally from Australia and an avid traveller, she considers herself a citizen of the world and volunteers her time on boards and fundraisers to help local non-profits flourish. Coffee and conversation are a big part of how she chooses to spend her downtime.

Jessie Lehail
Vancouver Chapter Director 
Jessie Kaur Lehail works and lives in Vancouver, British Columbia, the ancestral, traditional, and unceded territories of the Coast Salish Peoples, and in particular the Musqueam, Squamish, and Tsleil-Wathuth. A communications and social impact leader, Jessie focuses on business transformation at the intersection of systems, the economy, and cultural creativity. With an entrepreneurial mindset and passion for collaborations that make the world a better place, she is driven from a place of equity, inclusiveness, and social justice.
Heather Brisebois
Ottawa Chapter Director 
Originally from Ottawa and now based in Leeds and Grenville, Ontario, Heather is a passionate advocate for vulnerable populations. She pursued Sociology/Anthropology at Carleton University and has held diverse roles that shape her understanding of community needs. Following an eight-year break to raise her two children, Heather volunteered at her local women’s shelter, where she found her calling in social services, later managing a pre-employment program for vulnerable youth. She has also served on boards for Girls Inc., Leeds and Grenville Interval House, and Brockville Pride.
Catie Primeau
Senior National Director of Philanthropy
Based in Toronto, Canada, Catie Primeau is an experienced fundraising professional and strategic leader in nonprofit development, having held senior roles across philanthropy, communications, operations, and strategic initiatives. Her academic background in Criminology and Gender Studies informs a career dedicated to advancing gender equity, supporting survivors of violence, and preventing homelessness. She brings a particular focus on building sustainable, values-aligned partnerships that center trust and impact, and is deeply motivated by the belief that collective action can create lasting change for women, children, and families. A trained vocalist, Catie is energized by music and the arts, and is most at home when sharing good food, meaningful conversations, and time with family, friends, and community.
Justine Stewart
National Director of Marketing & Communications 
Justine works from the unceded, unsurrendered Territory of the Anishinaabe Algonquin Nation in Ottawa, Ontario. Born and raised throughout communities in the Southeastern United States, Justine’s education in Art, Communications, and Rhetoric drives her efforts to build on bold, community-driven visions of what the future can be. She has a diverse professional background in operations management, strategic direction, activism, and storytelling across various sectors. As a Newcomer to Canada and a survivor of both Complex Family and Intimate Partner Violence, Justine is humbled to have the opportunity to support other survivors on their journey to safety and healing.
Kirsten Gallacher-Paquette
National Director of People & Culture
Kirsten is an executive People & Culture leader. She has a strong business acumen, gained through extensive experience partnering with senior business leaders and Board members. Kirsten’s ability to build progressive people strategies and design and retain highly engaged teams has contributed greatly to helping numerous organizations achieve and exceed their strategic goals. Her passion for giving back to communities has led to her volunteer board membership with SCS, The Ottawa Hospital Auxiliary, and work with The uOttawa Innovation Lab, the KN-BIA HR Leadership Council, the Ottawa Community Immigrant Services, as well as several community-based programs. Motivated by her unconditionally loving and undeniably strong mother, Kirsten is driven by a deep commitment to contributing to creating a safer world.
George Penney 
National Director of Technology

George holds a Bachelor’s in Business Technology Management from Concordia University and boasts over 12 years in IT, covering system administration, network security, and business analysis. He has successfully managed his own IT consulting business, serving personal and small-business clients. Outside of work, George treasures time with his wife, documenting their adventures, enjoys training with his dog, and is passionate about Canada/US politics.
